政府通過完善地區治理建議方案，區議會組成方式將會改變，由直選、間選及委任議員組成，比例為4：4：2。當中將保留27名當然議員。
來屆議席共約470個，以往直選議席被削減至2成，剩餘88席；引入間選議席，由「三會」委員投票產生，「三會」包括分區委員會、地區撲滅罪行及防火委員會，間選議席佔4成。
區議會主席將由民政事務專員擔任，帶領地區議會處理民生事務。至於提名門檻方面，則引入資格審查、履職監察等制度，亦需由「三會」共9個委員提名。另外成立地區治理領導委員會，由政務司司長主持，政務司副司長則主持地區治理專組。政府將向立法會提出修例，預計通過後將於11月底至12月初舉行改選。
The Chief Executive, Mr John Lee, held a press conference on proposal to improve district administration this afternoon (May 2).
The government has passed a proposal to improve the system of district governance, which will result in changes to the composition of district councils. The new council will be made up of directly elected, indirectly elected, and appointed members, with a ratio of 4:4:2. Additionally, 27 ex-officio members will be retained.
The next district council will have a total of approximately 470 seats, with only 20% of the seats being directly elected, resulting in 88 seats. The remaining seats will be filled by indirectly elected members, who will be voted in by members of the "three committees": the district, crime prevention, and fire safety committees. Indirectly elected members will make up 40% of the council.
The district council chairman will be appointed by the Commissioner for Home Affairs to lead the council in handling community affairs. As for the nomination threshold, a qualification review and performance monitoring system will be introduced, and nominees must be recommended by the "three committees," which consists of nine members. In addition, a leading committee for district governance will be established, with the Chief Secretary for Administration as the chairman and the Deputy Chief Secretary for Administration leading the district governance task force.
The government will propose a bill to the Legislative Council to enact these changes, and it is expected that the new election will be held in late November to early December after the bill is passed.
